Plantar's wart - mid finger that i tried clipping off a couple times. it's been over a month since i tried to do that last and now it is tender and painful to touch. with a slightly red hue under it and my arm and hand are sore too. what should i do?

Planter's warts are by definition on the feet. Warts on your fingers are regular warts. Enough of the wart is below the skin surface that simple clipping does little more than irritate the base which will re-establish the wart. If it is tender & the hand sore it may have become infected by skin germs. A visit to your doc may be your next best move.
