Ask your OB physician for guidance, as there are specific tests used to detect presence of Down's syndrome (ultrasound, genetic studies).

HCG level does not give the genetic code of the baby. Diagnosis of Down may be by genetic examination of the amniotic fluid or advanced technique imaging of the baby.
