For HSV1, 30% of infected people never have positive IgG test results. For HSV2, it's about 8%. Whether or not Western blot is advised depends on much more detailed information about the exposure, symptoms, etc. However, the large majority of people with negative IgG results at 16 weeks can safely assume they are not infected and do not need any further testing.
