Unless you have an ejaculation, there is not enough force to eliminate the pre cum. The force of urination will force out the pre cum. Nothing to worry about.

Coming out of precum will depend on amount produced or any obstruction for it to come out. so hard to tell without exam. If it persists pl see a Urologist
