HIV doesn't do this. Usually it means balanitis, especially in uncircumcised men. Most balanitis is "nonspecific" and clears up with penile hygiene -- retract foreskin and wash with soap and water a couple times a day. A mild steroid or anti-yeast cream often helps. If it persists despite these tries, see a doctor, ideally a urologist. Good luck.

It could be one of many things eg micro-angiomas, seborrheic dermatitis, herpes simplex. HIV usually does not cause this kind of lesions. For proper diagnosis pl see a dermatologist or Urologist
