Can you tell that a patch on the back directly to the left of the spine that is a few inches long and has no history of injury or surgery in the area and has lost feeling to touch and cold for a year is normal just by a physical exam and brain mri?

I would suggest that not just brain but thoracic spine be imaged with MRI. That would help eliminate lesions of the spinal cord or disc.
