If someone recieved a bleeding cut at a public place on his finger through a sharp point . what if there was dry blood on it does hiv spreads though such cuts or similarly like stepping on iron nail which might have dry blood on it?

Zero risk, or so close to zero that you should ignore it. In the 40+ years of the known worldwide HIV/AIDS epidemic, not one person has been known to be infected by contact with blood in the environment -- only by sex or blood sharing with needles, transfusion, etc. You will not be the first.

HIV transmission is unlikely in described scenarios. The virus does not live on inanimate surfaces. HIV related anxiety is possible otherwise and you should discuss options with your PCP.
