Probably yes, but it doesn't really matter. Even without washing, HIV cannot be transmitted from hands to another person. For example, even sexual fingering (vaginal or anal) never transmits HIV.

HIV virus is contained in the blood of an infected person. Transmission is from sex and sharing of contaminated needles. All blood to blood transmission. HIV is not on surface of hands, only body fluids.
