You misunderstand the "reference range" and its meaning. If below the cut-off value (usually 0.9), the result is negative. Values of, say, 0.1, 0.3, 0.6, or 0.85 all are equally negative; they are not measures of small amounts of antibody. The exact same specimen tested 10 times will give 10 different numbers, which could vary from 0.1 to. 0.8, especially if tested with different lots of reagents.
