Got urine retention after inguinal hernia surgery. i have been asked three times to not urinate for 2 hours before uroflowmetry test. i had 824 ml in my bladder before the test and i could only evacuate 500 ml. can these tests damage bladder/kidneys?

No the tests do not damage Kidneys or bladder. If you had no problems voiding before surgery your normal urination should return 4-6 weeks after surgery.
