What does it mean by saying virus is both living and nonliving at same time some people say virus died after leaving the body or body fluid that carry it and other say is non living when it's outside but living when it's inside does this mean it die?

Technically viruses are not considered living because they do not consume energy in order to survive and viruses do not regulate their own temperature. Live virus just means they can still cause infection. Many viruses still have the capability to cause infection when outside the body and with just being on a surface for 5 or more days but most viruses that time is about 24 hours.

This is a philosophical question as much as a scientific one. Based on the fears implied by your other infection, the main thing for you to try to understand is that you are not at risk from contact with most viruses in the environment, like from dried blood.
