It is congenital, i.e. you are born with it, not a hereditary condition which is genetic. Human body has 2 opposed autonomic systems which are sympathetic and parasympathetic. If your sympathetic system is dominant, your heart rate will be on the high side. That is probably the reason why the normal HR range is relatively wide, 60 -100, the middle point is 80 so you are in the sympathetic side.
