Can i get hiv infection from a dry surface which contaminated with blood and then wiped by tissue after that blood dry and disappear but 28days later i come into contact with that place with my bleeding wound can i get infection with that situation?

HIV cannot be transmitted through above mentioned mechanism unless fresh contaminated blood on the edge, the virus does not live on inanimate surfaces or in the air. There is still a risk for transmission for other germs and the wound should be watched closely until healed.
