Yes: This is not an average normal finding if it just appeared. There is a disease called temporal arteritis, or inflammation of arteries that can cause this. It is a very dangerous disease but easily treatable. You must see your doctor asap and get a sedimentation rate blood test.

Not necessarily.: The blood vessel you are describing is likely the temporal artery which runs along the hairline near the temple. Unless you are experiencing headaches or tenderness over this artery, it is probably ok. If you have either of the symptoms i've described, temporal arteritis could possibly be a cause and this can be dangerous. It is best to discuss with your pcp if you are worried.
