The only way this can be diagnosed for certain would be to have a doctor see them. By your description, they could be moles. Usually with moles, they are there for many years and they are benign unless they start changing color, shape, etc. Then, you would have a dermatologist check the mole to be certain it is not malignant and need to be removed.
