I had a cta of the brain and neck with contrast. the ct looked more like a capsule. it was not an mri. i was in it for at least 25 minutes. at the end technician said we will now release contrast. is it normal to be inside ct for that long?

Procedures in busy hospitals and clinics are not always efficient or on schedule, and often there are intermittent delays. If you are concerned about the quality of your experience, contact the radiologist and request an explanation.
