Nobody can say with certainty that this was zero risk for HIV, but there has never been a reported case of HIV in which non-penetrating sexual contact was the apparent source of infection. Any risk is exceedingly low, not high enough to be tested for HIV. The minor scratch probably did not significantly elevate the chance of infection.
