Hi, my upper lip is significantly more meaty than the lower (the lower is also oddly small). however, looking through my pictures growing up, it doesn't seem like it happened naturally. so is there such thing as upper to lower lip transfer procedure?

I have never heard of a procedure to transfer your upper lip to your lower lip. But, you could see a plastic surgeon to see what type of filler might be available to make your lower lip a bit bigger, if there truly is a big difference in size. Best of luck to you!
