If the glans,foreskin & shaft have normal appearing skin,I'd say that odors in the genital area in both sexes arise from sweat reacting with normal bacteria that reside in these areas.

Sometimes concentrated urine can smell and be mis-interpreted as chlorine. Drink plenty of water and it should go away
