Genital ulcers ,that too persisting for so long need to be evaluated by your primary care physician. There could be sexually transmitted diseases like herpes or non sexually transmitted ones like Behcet's disease, drug reactions. Sometimes trauma from aggressive masturbation might cause non healing skin tears too. Please dont ignore it if it keeps persisting.
