Yes, that is exactly what it means. However, urethral tests miss a few penile infections, and anal swab tests miss many of them. If you have a partner with these test results, you still should consider yourself exposed, regardless of what kinds of sexual contact you have had with that person; and for sure you need treatment for gonorrhea, without waiting for your own test results.
