If a person wears a plastic glove to touch a socks with fungus that hasnt been washed and then used the same gloves to touch clean clothes can it transmit the fungus to the clean clothes ?

Yes, it is possible, but most fungus the warm moist environments to grow, so it may not be a big worry. If it is a concern, it would help to wash the clothing again and a washing machine in hot water. Good luck.

Whatever fungus is involved, the spores of it are in the air in your environment and can land on anything in the area. Even normally fungal spores are in the air and small amounts are not a threat to health unless the person is immunocompromised.
