The simple answer is yes. Bacteria have a "field day" when trapped by tight clothing in a sweaty, sensitive environment like the vulva. The hair follicles present in the labia can allow the bacteria to go deeply into the follicle causing "folliculitis". Make sure that the lumps are not due other issues by seeing a GYN MD.
