Probably you have a sebaceous cyst. In itself it is harmless, but such cysts can become infected. See a doctor to judge whether it should be treated, perhaps with very minor surgery. Avoid expressing discharge for a few days before you are examined, so you can demonstrate it to the doctor. Good luck.

Sometimes secretions of glands and skin called smegma collects in the area can give that appearance. Wash it away gently with soap and water.
