"red' lasers lasers have been used to depigment spots and patches and melasma with some claiming great success. effects on large hair-bearing areas in continuation has not been tried extensively and may cause complications, Darker hue of these areas is normal in most people and may even be attractive . If you still want the change find a dermatologist/ plastic surgeon to do that
