Tight foreskin that cannot be retracted over the glans (penis head) is called phimosis. It can be fixed with minor surgery. Tight phimosis can be dangerous if you develop inflammation or infection, by restricting blood flow to the glans. See a urologist soon. In the meantime, do not try to pull your foreskin over the glans. (If you cannot easily retract it even when not erect, get seen ASAP.)

You might have phimosis. Try pulling back the foreskin as far back as possible then pull it forward again- using cortisone cream as- lubricant several times every day. in a few weeks the foreskin should become pliable and easily retractable . The other choice is a circumcision
