BV is strictly vaginal, with overgrowth of vaginal bacteria. It often persists or recurs after treatment, but this has nothing to do with the skin. Maybe it isn't BV after all: BV symptoms are vaginal odor and discharge, not vulvar pain or irritation. Maybe yeast, which can be triggered by the treatments you have used. See a gyn who specializes in infections, or a genitourinary medicine doctor.
