swollen occipital & cervical lymph nodes. painless but there for months. wbc is just below normal. pcp says don't worry. should i see a specialist?

Yes: If they are 1 cm or larger then that warrants investigation. CBC doesn't always mirror a lymphoma, hiv, or other causes of multiply enlarged nodes. I am concerned because you have enlarged nodes in diverse locations especially if they continue to increase in number or size. If they don't decline with antibiotics then get one remover for analysis.
