A 1" penis is small for an 11 year old. I would suggest discussing thus problem with your family doctor who could refer you to an endocrinologist for evaluation if needed

The measurement seems unbelievable. The pediatrician would have noticed any abnormality in size on a general exam. If still in doubt pl see a pediatric Urologist or your doc.
