This is the usual practice since menses indicates you are not pregnant at the start. (exposing a fetus to the drug) Many OBGYNS will encourage you to use a backup BC for the 1st few weeks or month to be sure your body adapts to the BC. Effectiveness is then at whatever level possible with the patch.
