Yes, a non reactive result will rule out the infection. This is where follow up with treating doc remains critical specifically if persisting symptoms as other diagnoses have to be considered and ruled in or out.

To "rule out" means to test for something specific. If you were tested for syphilis and the results were negative, then that issue has been "ruled out". Your issue must be something else.
