You need to get a full evaluation by an OBGYN. There are rare but known cases where all the female parts are not connected and or the vagina never fully forms. Failure to have menses by age 15 is one of the features of this problem. The evaluation would include exams and tests. When these are complete a plan to solve existing problems can be made.
