There is a baseline level of HCG and other hormones. HCG is made by the fetus as well as the Pituitary gland. A level of less than 5 is not consistent with pregnancy. A level higher than 30 is diagnostic of pregnancy. Between 5 and 30 you need to repeat it a couple of days later.
