The most common cause of penile blisters or sores is genital herpes, and clearing up in "a week or two" is typical. However, herpes isn't common in the pubic area and does not cause blisters to continue "constantly". See a doctor for in-person evaluation and testing. Also discuss with your partner: evaluating your situation may require she have a herpes blood test, if no previous herpes history.

Would add to herpes, scabies and possibly lice as possible causes for your persisting rash and providing the rash is connected to above events. Best would be to see your doc for an exam and proper treatment.
