Sometimes a delay in ovulation will make a similar delay in onset of menses, and "day 11" may have been too close to actual ovulation for sufficient pregnancy hormone to be detected (HCH test), whereas now at "day 18" fertilization may have occurred and HCG is now detectable. Ask your OB physician for a quantitative HCG test in another week for confirmation.

Agree with Dr. Berryman. Blood test for HCG level is warranted. A repeat test 2-3 days may be needed to establish viability of pregnancy. Wish you good health!
