Is there a website link that would direct me to healthcare systems or states that offer the reverse algorithm treponemal testing for syphilis? i have explained my situation in previous questions and seen a doctor with no resolution in symptoms?

Any reputable lab can do the tests for syphilis, RPR and treponemal antibody testing at the order of a doctor. Many laboratories have switched to what you call reverse algorithm, i.e., test for treponemal antibody first, if positive, do RPR. As long as both tests are done it does not matter which one is done first, you doctor will be able to interpret the data.
