I've read a pip joint dislocation is often treated with a splint for several weeks. does that mean the splint has to stay on at all times or can it be removed briefly for washing hands, showering, etc.?

If a pip joint dislocation isn't treated appropriately you could have lifelong problems with that joint. That is why I always refer such patients to a hand specialist for best care and follow-up.

It really depends on the extent of the injury. If there is no associated fracture, then a brief period of splinting followed by early motion is appropriate. The PIP joint is particularly prone to stiffness. I would see a hand surgeon, determine the extent of the injury and get directed care.
