Is the presence of slippery/stretchy cervical mucus hormone related? assuming infection ruled out. or can the cervix randomly secrete this thin mucus like fluid independant of hormone involvement?

This is caused by increased estrogen levels in the absence of significant progesterone levels. Since this typically occurs as ovulation approaches, and since sperm survival is enhanced when this mucus is present, its presence can be used to either help avoid pregnancy or facilitate conception.
