This is common in mouth breathers (during sleep) as it can dry the tissue. Swallow a few times and the sensation stops. Nasal breathers (in sleep) hydrate the incoming air more & do this less. (that's what the nose does) Using a strap to keep your moth closed while sleeping can help if this is the issue.
