Hand sanitizer is primarily an alcohol-based liquid or gel, much of which will evaporate after application. Though genital skin is thinner and more absorbent, I see little chance the cited exposure would trigger any important problem that long after application.

You are okay. 15 minutes is enough for the alcohol to dry out. Even if you had touched your genitals immediately after applying the sanitizer, it would not do any harm. Get HPV vaccine. The hand sanitizer will be dried out by then. If you didn't touch any surfaces with blood on it or a possible bacteria containing area, than you should be not concerned. If your hands have any cuts or open wounds, than use a nitril glove to avoid possible infection.
