Drug testing is not a routine practice for newborn care unless you are already on a CPS/FS watch list. Some states mandate studies if any of the staff have suspicion of drug use. That said, I can find evidence of drug exposure in newborns at any point after about 12 weeks' gestation. In my state a positive infant is removed. If no one gives them a reason to look, they likely won't.
