It depends how long that low hemoglobin has developed. It can be fatal if your Hb drops from 12 to 5 in a short time, e.g. blood loss during an motor vehicle or gunshot accident. If Hb has been dropping slowly for years, e.g. blood loss due to intestinal parasite or gynecologic issue, your body has time to compensate so that level won't be fatal but it may cause serious & irreversible heath issues

For a long time. If hemoglobin falls to 5 gm gradually body will adjust and the person may feel tired and easily winded but it would not be fatal.
