No correlation: Dilation of the cervical is only a relevant factor in pregnancy (e.g. Imminence and completeness of pregnancy loss in early gestation and, of course, labor in later pregnancy). If anything, the timing of one's bleeding/cycle has more to do with the endometrial lining than anything else.
