If the "disc protrusion" is truly contacting the spinal cord, and causing clinically discernable signs, such as leg weakness/ spasticity, urinary problems, and hand weakness/ numbness; would strongly consider surgical intervention. See a neurosurgeon. If there is a stable clinical situation, you can do physical therapy with motorized cervical traction and await disc desiccation and shrinkage
