This is usually a transient reaction to the trauma of birth when some of the neck muscles are stretched during the delivery of the torso. The stretched muscles develop a tightness. Sometimes you can do some gentil neck mobility movements & gradually loosen the muscles. Physical therapy can speed the process. Check with your doctor for confirmation and a referral if needed.

Details regarding the delivery and the duration of this occurrence would be helpful, and may be provided. Birth trauma is one possible cause and quite common. I agree that passive stretches are often effective in improving the condition. If you have suddenly noted this, please see the Emergency room or Pediatric urgent care, in coordination with your Pediatrician. Continue to feed as usual.
