I have a tiny fat 3mm unbiblical hernia below belly button was picked up on ct scan of a previous hernia. should i be worried or bothered it will grow? doc didnt say anything?

If asymptomatic this size incidental hernia can be observed and there is a high chance will not cause any problems. That is why your doc did not say anything. A followup exam onc in a while is enough.
