It can and does in many people. Poor performance is expected in thought and physical prowess. Extended lack of sleep can lead to seizures.

Unclear what you mean by "weird", but sleep deprivation can result in slowed cognition, defective processing speed, poor focus and concentration, changes in emotional responses such as anxiety and depression. We even can see delusions, hallucinations, and physical fatigue and decreased physical coordination. It is well known that complete sleep deprivation in dogs can result in death.
