Urine culture: was diagnosed with scanty growth of staphylococcus spp after 24hr period of incubation at 37c with bacteria+, pus1-2/hpf, epithelial cells++.. what does it mean?

This is generally accepted as meaning there were some skin contaminants (germs) found in the specimen, likely introduced during collection or handling. The other debris are usually found when poor preparation for urine collection has been performed. It does not suggest an infection.
