On some occasions, even with a c-section, a separate small lobe of the placenta or fragments of membranes or placenta may remain in the uterus, which can cause bleeding as described. See your OB physician for an exam and testing (ultrasound), and a minor surgical approach (D&C) may confirm the diagnosis. Bleeding "17 days" post C/S, is usually b/c of retained products of conception.
