I am a 41 yr old woman, have a flutter not painful but can feel and see that happens a few times daily. you can see the area move rapidly for a moment and feel it as well. no history of heart problems or anything wrong in chest area. what could it be?

I assume you're referring to a sporadic twitching of a skeletal muscle. This is usually caused by an irritable superficial nerve or muscle & is not a serious issue. It often resolves. If it happens often and in scattered areas of the body, deficiency of calcium,magnesium or electrolyte imbalance is checked for.
